Youth Competitive Basketball League Rules


    ELIGIBILITY  

    1. Each  Game will consist  of 2, 18 minute halves with a continuous clock. The clock will stop the last minute of each  half for dead  balls, free-throws and infractions. Half time is 2 minutes in length.
    2. Each  team will be allowed 2, 30 second  timeouts per half. A timeout  may not be carried over to the second  half. Ties will be broken by playing  a 1 minute overtime.  At the end of the minute if the score is tied, the tie stands.
    3. Each  team will be given one more 30 second  time out in overtime.
    4. All teams  will play with the 28.5 size ball. Practice and  game  balls are provided. Please do not bring your  personal basket  balls to the gym.
    5. Only  2 coaches are allowed  on the bench. Coaches must stay seated  except for time outs.
    6. Home  team starts the game with  the ball at mid court. Ball possession will change with  jump  balls, halftime, and  overtime (if necessary).
    7. 3/4th boys and girls can move up to the red line designated to shoot their free throws.
    8. A 3 second  lane violation will be called when a player  on offense is in the lane longer than  3 seconds.
    9. A player may not enter the lane on a free throw  until  the ball is released by the shooter. The free  throw  shooter must wait  until  the ball hits the rim before entering the lane.
    10. There is no limit to the number of substitutions at each position. The scorekeepers do no keep track of substitutions. Substitutions will be permitted by the refs when  the ball is dead. Players must  wait  at the sideline until  signaled  by the ref. to enter the game.
    11. There will be a 10 second  time limit  to cross the half court line (Note: the over and  back line will be the red line behind  the half court line).
    12. Officials will move the defense  back at the baseline  to allow enough  room for the offense to throw the ball in.
    13. 3-pointers will count for ONLY  7/8th grade teams.  Fouls on 3 pointers will consist of two shots. The first  free  throw  scores one point  and  the second one scores  2 points.
    14. The  overhead scoreboard will be turned off at the discretion of the scorer's table and  referees (generally when  the score is separated by more than  25 points. The scorer's table  will continue to keep the score  in the scorer's book. Coaches' may ask to leave the score up if desired.

    FOULS  AND FREE THROWS
    1. Each  individual will be allowed  5 fouls per game.
    2. One free-throw will be shot for each shooting foul during the game and once a team is in the bonus (1 and 1). One free-throw  made will count for two. If a players scores and is fouled, the free throw attempt will count for one point.
    3. Upon receiving a  2 technical foul in a game, a player, coach, or fan will be asked to leave the gym. A player or coach will be asked to resign if he or she receives 3 technical fouls in the same season. A parent  will not be allowed in the gym with 2 infractions.
    4. Intentional Fouls: The player fouled will be awarded a free throw and his team will then be awarded the ball.
    5. Teams may be charged a technical foul due to fan behavior.  No fans are allowed to approach the scorer's table...Only Coaches. Fans may be asked to leave the gym when this rule is broken  and it is possible their  team may be penalized with a technical foul.

    ZONE DEFENSES  AND PRESSSING
    1. Man to Man Defense: only  defense that 3rd, 4th, and 5th grade teams may use.
    2. Zone Defense allowed for 6th and junior high level teams.
    3. A two man trap is allowed at all grade levels if a team is not ahead  by more than 15 points.
    4. No Traps allowed at mid-court for 3rd and 4th grade. (this is the area from the red line to the mid-court line.)
    5. All teams (except 3/4th girls) may PRESS THE LAST TWO MINUTES OF EACH HALF, unless they are ahead by more than 15 points (including overtime).
    6. 3rd and 4th boys and girls must move back to the red line past the mid-court line to pick up the offense ONLY THE FIRST TIME  DOWN.  This is not a safe zone! Once a team passes the red line, the defense may guard  all the way up to the half court line (the last two minutes of each half and in overtime this rule does not apply to 3rd and 4th boys, because they are allowed to use a full court press).

    PERSONNEL, EQUIPMENT, AND PROCEDURES
    1. Every team must have at least 7 members on the team. Players may be added on teams during the season and we will prorate the fee. All players must have an emergency form on file at North Dodge Athletic Club.
    2.  A player may play on only one team per grade level, but may play on 2"d team at a different grade level. The individual must pay for each team.
    3. Shirts will be required for teams with 4 inch numbers on the back.
    4. Players must carry  in their  basketball shoes and bring only WATER in the gym. Please take time to clean up after your team at the end of the game. Please do not wear your outside shoes in the gym or bring other food and beverage in the gym.
    5. It is strongly recommended that all players wear mouth guards. Players may not wear jewelry and must cover earring studs with tape. No hard casts will be allowed.
    6. League play will consist of 8 regularly  scheduled  games.
    7. If a league has an odd no. of teams one team will play 9 games and there will be a bye each week for one team.  All 8 games will be scheduled ahead of time.
    8. Space is limited. Please do not have your team arrive  more than 15 minutes before their scheduled  game. Please use the entrance in the back of the building. (white canopy) Please be careful  upon entering  the gym. Games may be in progress. Please attempt  to dry feet before entering the gym.  Please do not stand  in front of the fire exits. Please do not walk directly across the gym floor.
    9. At the end of the game please clean up your area. We would appreciate it if you could throw all garbage  away.  Please give special attention to articles  left behind.  We have lots of"LOST AND FOUND" articles each session. We keep a bin for "Lost and Found" items in the equipment room.
    10. Please park along the East and North side of the gym and building and enter the gym through the white canopy structure located on the Northeast side of the building.
    11. Practice  time will be made available for teams to rent Yz the gym at $37.10 per hour.
    12. We hope you enjoy the league.  Please  remember good sportsmanship at all times.
